J2.5, error message -

Error message as follows: Warning: simplexml_load_file(
) [function.simplexml-load-file]: failed to open stream: HTTP request failed! HTTP/1.1 404 Not Found in /home/content/89/9072689/html/new/plugins/content/loadsoundcloud/loadsoundcloud.php on line 67

I appreciate any direction. I have already altered the php.ini file to reflect the "allow_url_fopen = 1"

but I'm stumped.. Have tried the three Motus Operandis...
