1. Yes Jomsocial groups are not located because of a Jomsocial limitation.
If you need local groups you'd better go for EasySocial instead of Jomsocial
We also have Geommunity3 for EasySocial with groups supported
2. What do you mean a custom marker?
Anyway Yes , using kml files you can add additional markers and polylines with their own info.

KML is Google earth xml standard

You can find various free online kml generator and then host the kml file on your server and link it to Geommunity3 (component option) so it displays on the map with other Jomsocial integrations.
