I just emailed you a beta update. It has the feature you request (for Jomsocial only for now)
But I have not tested. Here is what it does when enabled.

For each new user, it checks this user's usergroups
for each usergroups, it lists every group member except this user
for each group member , it checks if user is friend , if not it adds to friends.

I have not tested, but I mostly copy pasted working code from other parts.
My only worry is that at the point of Joomla loading the plugin, I'm not sure if the user is allready set to groups.

I'm not able to get it working. I tried normal settings and new JUsergroup settings, but neither worked when creating a new user via Joomla admin. When I logged in as the user, it had no friends in JomSocial.

Test 1:
Profile Mode: Jomsocial
Request Mode: Confirmed Friendship
Friends Party!: Yes

Test 2:
Profile Mode: Jomsocial
Request Mode: Confirmed Friendship
Friends Party!: Within same Jusergroups

Try creating a new user by the regular registration process.
I'll give it a try.
