Well as it is, it requires a module position to be loaded. Loading it as a page backgrounf would require the page to have at lease a module position (not sure for the offline page) and then some customizing to change the target div of the result and eventually some CSS.
SO I'd say yes for the site background but not tested , but I doubt it for the offline page.
