that sounds like it would do it, if the module embedded was a HTML text module.

I am not sure how to get the module in module to work, do you have a screenshot that i can see?

Easy, check the module parameters.
Last option of the first tab is : NEW MODULE POSITION
Input: anything_position
Then in another module (the one you want to see inside the particles module) set the module position to 'anything_position' and on the same pages as the particles module.

You can then set one per language, setting the language filter of the embed module.
