If you refer to a plugin, languages files are in the ADMINISTRATOR folder:
administrator/language/en-GB/

i check all .ini files in administrator/language/en-GB/ ,but the sysplgaup_login plugin .ini is not in the folder

Then it's in the component language file.

Hmm this one is hard coded in
administartor/models/upgrade.php line 190
So I guess you'll have to edit this in your database.
