Alta User Points - New User Rule was created by ColinM

Hi
How do I get the New User Rule 'approved'. Presently in the 'Auto Approve' column it is shown as locked with 'not Available'

The Plugin User - AltaUserPoints - New user is installed and enabled
I am using Joomla! 3.10.9
