I have noticed on the userpoint2paypal description you mentioned "It is allready included with the VMVendor component as a vendorpoints2paypal module."

Try replacing the xml by the one in Joomla3

No.
VMVendor package has Vendorpoints2paypal so it doesn't require userpoints2paypal.
