Well it could be called semi auto, as user has to initiate it, requesting the transaction.
And admin has to receive the email and one click to process it.
As soon as transactions are involved, I recomend Alpha Userpoints (or EasySocial points), as you need tracks of spent / purchased points.
Jomsocial points transactions are not tracable.
For your need, You would use Virtuemart only for the points transactions. Not to mention that users would also get an invoice for their purchased points.
Virtuemart is a free component, so it would only cost you some time to set this up. I also can do it for you if you need.
