Point deduction doesn't show in the list of "Latest Activity"

The site hasn't gone live. I checked the rule setting.

What should I change with my rule setting?
I guess Site Admin is able to get the email. The interesting thing is the AUP system send a copy email to tell the site admin when I choose "Send Copy to Admins" in the Email Notification. But not the email which has the Paypal link with it.
I checked my error log, I didn't find anything about email. But I attached my error log for you.
