Its working now .. Is there No link to Comment moderation in your plugin ?
I just see the Docs link (Which coincidentally is written in invisible text)

What was wrong ?
Yes there is a 'moderation tool link' at the top of the comment if user is set as a moderator.

No there can't be a setting for that in the plugin, because it is managed by Facebook.
You don't need to be loggedin your site, but need to be loggedin Facebook.
You can manage your facebook apps roles at developers.facebook.com/apps/
Select your app, then 'Roles' tab.
Still curious about how you solved the issue.
