No, Vendorpoints2paypal module sends an email to site admin.
It can not work if your site can not send emails.
Don't look further, this is the reason.

I have now my site in localhost but sending mails with Mercury Mail in Xampp. I test and send ok, but mod_userpoints2paypal don't send any Mail and stops in blank page. The assignation of points to vendor runs ok and sends Mail but send twice for one sell.

I have 2 problems.

Can you help me please?

Hello

These are not PHP errors, but javascript errors showing in your browser console.
they concern the page, but are not directly related to VMVendor as they could concern a module or the template. So it doesn't help.

When PHP errors are activated, you get no more white pages. There are at least detailed Errors showing...

Have you tryed with SEF disabled ?
